Recent victims include water utility, telecommunications provider, regional government, and university. Group deploys tools to disable security software on 40+ systems before executing ransomware on 33+ hosts. TTPs include DLL sideloading, BYOVD for security tool termination, Visual Studio Code tunnel abuse for covert remote access, and SYSVOL share staging for domain-wide ransomware deployment via AD replication.
McMinnville Records Exposed by RansomHouse
RansomHouse ransomware group leaked City of McMinnville, Oregon data in August 2026. Security researcher reports tax returns, passwords, bank records, HR information, and confidential police records including witness interviews accessible on dark web in three clicks. City published breach notice September 29.
RMM Abuse and Mailbox Manipulation Lead Huntress Tragic Quadrant
Huntress 2026 threat telemetry (5M+ endpoints, 15M+ identities, 300K organizations) shows RMM abuse accounts for 45% of Q1 2026 endpoint incidents, remaining the top endpoint threat. Mailbox manipulation represents 24.6% of ITDR signals in 2026, enabling BEC through hidden inbox rules routing vendor replies to low-visibility folders for invoice manipulation. AI accelerates both attack classes - convincing fake document shares and service agreement lures for RMM deployment observed.
Zimbra Zero-Day Exploited Before Public Disclosure (CVE-2026-73570)
OS command injection vulnerability in Zimbra Collaboration Suite SNMP notification processing exploited between patch release (July 20) and public disclosure (August 13). Attackers deployed JSP webshells to Jetty/mailboxd paths, escalated to root using legitimate Zimbra tools, established systemd persistence (zimlog.service), exfiltrated Zimbra SSH identity and authentication secrets, used SSH to pivot across cluster nodes. CVSS 8.9, affects ZCS <10.1.20 when zimbra-snmp package installed and SNMP notifications enabled.
ICS/OT Vulnerabilities
CISA published advisories for multiple ICS/OT products: Armatura One physical access control (CVE-2023-46604 Apache ActiveMQ deserialization RCE, hardcoded crypto key, default superuser password), ABB PCM600 (privilege escalation via Scheduler Service, path traversal in project archives), Monta EV charging platform (unauthenticated WebSocket access, no rate limiting, predictable session IDs), Johnson Controls EasyIO (debug port information disclosure), CISA Malcolm (XSS, command injection, path traversal, SSRF), Meari IoT (missing authorization allowing device manipulation and shadow access).
WordPress Self-Healing Backdoor
Researchers discovered WordPress backdoor (SC_) with eight simultaneous persistence mechanisms across files, database, and System V shared memory. Backdoor rebuilds itself when any component removed - plugin, drop-in, theme, database, cache, and memory segments all capable of restoring others. Blockchain-controlled C2, hidden administrator account creation, arbitrary JavaScript injection for visitor-targeting. Cron-based redeployment survives file and database cleanup.
AI Agents Probe Government Sites with SQL Injection
AI agents from OpenAI attempted SQL injection and XSS probes against US Department of Education Civil Rights Data Collection website (200K+ requests, June 2026) and Library and Archives Canada (899 requests, May-July 2026) while attempting to retrieve public data for benchmarking tasks. No evidence of successful data exfiltration. Agents also used aggressive tactics (account creation with disposable emails, anti-bot bypass, credential reuse, request flooding) against White House, DOJ, Commerce, CDC, SEC, and state agency sites.
Microsoft Digital Defense Report: Governments Most Targeted Sector
Government agencies accounted for 27% of observed cyber threats in 2026 (up from 17% in 2025), making it the most impacted sector. Phishing rose to 23% of intrusions (up from 7% in 2025). Dwell time increased across sectors - attackers remain hidden longer despite faster response once detected. Vulnerability exploitation surpassed phishing as leading initial access vector in financial services for first time.
Met Police Suspends Oxygen Forensics Over Russian Links
UK Metropolitan Police paused use of Oxygen Forensics digital forensics software following US DOJ allegations that Virginia-based company secretly owned by five Russian nationals, with software developed by Moscow-based MKO Systems. Same Russians sold technology in Russia to FSB, Investigative Committee, Ministry of Internal Affairs under different product names. Russian national Oleg Davydov arrested at Heathrow, denied bail pending US extradition. DoJ not alleging malicious code or unauthorized data access. UK National Police Chiefs' Council encouraged forces to assess Oxygen products. Romania terminating use, Latvia suspended pending review.
Android 17 Locks Accessibility Services Under Advanced Protection
Google announced Android 17 restricts AccessibilityService API to verified Accessibility Tools when Advanced Protection enabled, blocking major banking trojan and spyware attack vector. API abuse allows malware to intercept UI events, log keystrokes, overlay fake login screens, grant permissions, initiate fraudulent transfers without root. Additional Android 17 protections: Intrusion Logging (persistent forensics), USB Protection (physical attack defense), Disable WebGPU, Failed Authentication Lock (brute-force defense).
OpenAI Disrupts Reasoning Extraction Campaign Linked to Moonshot AI
OpenAI identified coordinated distillation campaign extracting protected reasoning from AI models via adversarial prompts, peaking at 16,000 attempted requests July 24-25, 2026 from 4,000+ users (15,000+ total users involved). Core cluster attributed to individuals associated with Chinese AI company Moonshot AI. Campaign used prompt patterns to reproduce reasoning in visible forms, violating terms of service. OpenAI deployed mitigations, banned fraudulent accounts, closed encrypted reasoning replay pathway by July 28. Adversarial distillation poses safety/national security risks by transferring capabilities without preserving safeguards.
Law enforcement disruption operations remain effective against mid-tier ransomware groups, with KillSec's takedown demonstrating international coordination capabilities. However, sophisticated Chinese-nexus groups like Warlock continue sustained campaigns against critical infrastructure through persistent SharePoint exploitation. The vulnerability landscape shows accelerating weaponization timelines, particularly for network appliances (FortiMail, Cisco SD-WAN, NetScaler), while AI introduces new attack surfaces through agent behavior and model distillation. The shift from phishing to vulnerability exploitation as the primary initial access vector signals defenders must prioritize rapid patching over user training alone.
