Today: Mortgage News Daily's October 28 national 30-year fixed benchmark reached 7.35%; reprice buyer budgets before writing offers in Clarke and Oconee counties. Zillow Home Loans announced forgivable down-payment assistance available in Georgia, but selling, refinancing or moving out before year five triggers repayment. UGA completed another research-building renovation, not a documented expansion in student housing demand.
Budget at current mortgage quotes, not the Fed's unchanged policy rate. Mortgage News Daily reported a national 30-year fixed benchmark of 7.35%, up from 7.33% the previous day and 7.30% at last week's low, while Realtor.com reported that the Federal Open Market Committee held its policy target at 3.75% to 4.0%, following September's 0.25-percentage-point increase. Realtor.com also described market expectations for another two to three increases over six to eight months, an expectation rather than a commitment; Mortgage News Daily said the October announcement itself did not drive that day's mortgage-rate movement. For Athens and Oconee buyers, obtain fresh lender quotes and test payments at higher rates before setting offer limits; for sellers, assess pricing and concessions against current competing listings rather than assuming the Fed's hold delivers cheaper financing. A weekly application rebound is not a local demand recovery. CNBC reported that the Mortgage Bankers Association's weekly survey showed purchase applications rising 4%, but remaining 18% below a year earlier; its conforming 30-year fixed contract rate fell to 7.37% from 7.41%, with 0.76 points, upfront charges expressed as a percentage of the loan amount, for borrowers putting 20% down. Adjustable-rate mortgages, loans whose rates reset after an initial fixed period, reached 11.3% of applications, while the average 5/1 rate fell to 6.41% from 6.46%; this weekly survey and Mortgage News Daily's daily benchmark measure different periods and samples. Recontact payment-constrained Clarke and Oconee buyers with updated quotes, but compare adjustment caps and maximum payments before recommending an adjustable loan, and do not build affordability around an assumed refinance. Down-payment assistance deserves immediate buyer screening, not a blanket recommendation. RISMedia reports that Zillow Home Loans' program, available in Georgia, offers eligible Federal Housing Administration, or FHA, borrowers a 0% second loan with no monthly payment, covering up to 3.5% of the purchase price or appraised value, whichever is lower, with a 640 minimum credit score, no income cap and no first-time-buyer requirement. Forgiveness requires five years of on-time mortgage payments and owner occupancy; selling, refinancing or moving out earlier makes the second loan due in full, and FHA mortgage insurance still applies. Contact cash-constrained owner-occupant buyers who can support the monthly payment, obtain written eligibility and loan terms, and compare total costs against other financing options; this is not assistance for buying a dedicated student rental. Underwrite vacancy explicitly, particularly before assuming automatic renewal increases. Realtor.com reported national rental vacancy of 7.6% in the third quarter, versus 7.3% the previous quarter and 7.1% a year earlier, while the South registered 9.2%, not statistically different from a year earlier. These regional figures are not Athens vacancy measurements and do not establish conditions in UGA-oriented properties. Audit each portfolio's occupied units or leased beds, renewal commitments, concessions and competing availability, then set rents from achieved local leases; for student housing, distinguish signed leases from inquiries before approving higher asking rents or acquisition projections. Turnkey projections are a diligence starting point, not verified investment returns. BiggerPockets describes a third-party review of Rent to Retirement's sales records in which 740 homes had both projected and investor-reported rents, with 80.8% collecting at least 95% of projected rent; among 148 recorded resales, the median sale price was 1.41 times the original purchase price. Those findings describe the reviewed properties, not Athens performance, and resale-price appreciation alone excludes financing, operating expenses and transaction costs. Before recommending a rent-ready investment locally, independently verify leases, rent collections, management charges, property condition and replacement reserves, then calculate cash flow after vacancy and debt payments rather than accepting the provider's rent forecast as profit.
