Today: 30-year fixed jumped to 7.30%, the September jobs report missed badly with only 29K new payrolls (down from 162K in August), and mortgage application volume fell 6% as borrowers pulled back from the highest rates in nearly three years.

Market Pulse

Mortgage rates hit their highest level since November 2023, with the 30-year fixed averaging 7.30% as of Sept. 25, up from 7.12% the prior week, according to MBA's latest survey. Mortgage News Daily reported total mortgage application volume dropped 6% week-over-week, with refinance applications down 9% and purchase apps falling 4% - both reaching their slowest weekly pace since 2025. MBA's Joel Kan noted that ARM loans accounted for 10.3% of all applications, the highest share since October 2025, as borrowers seek alternatives with ARM rates running roughly 80 basis points below fixed rates.

The jobs picture isn't helping. September payrolls came in at just 29,000, far short of the 84,000 consensus, with July and August revised down by a combined 60,000 jobs. Realtor.com notes the 62-basis-point rate spike since early September translates to about $19,000 less house on a $2,000 monthly principal-and-interest budget. Pending sales were down 4.1% year-over-year in September, the largest drop since March 2025, and 20.8% of listings saw a price cut - the highest single month since October 2022.

National home price appreciation is still positive but losing steam relative to inflation. Case-Shiller reported the U.S. National Home Price Index up 1.9% year-over-year in July, while FHFA's House Price Index rose 2.6% annually. Both figures trail the July inflation rate of 3.4%, meaning real home prices are flat or declining. Regionally, Chicago led with a 6.9% annual gain, while Seattle posted a 1.6% decline.

For Clarke County: track whether your local inventory is following the national pattern of elevated price cuts and stalled pending sales. If buyers are pulling back due to rates, adjust pricing strategy now rather than chasing the market down in 30-day increments. The 7.30% rate environment puts a $400K house at roughly $2,800/month P&I, up from $2,600/month at 6.66% just a month ago. That's a real affordability shock.

Industry & Legal

FHA opened an optional transition period for lenders to begin submitting appraisals in the new UAD 3.6 format, effective immediately, while Fannie Mae and Freddie Mac's mandatory Nov. 2 adoption date holds. HousingWire notes the GSEs introduced a time-limited waiver allowing some sellers to continue using UAD 2.6 into mid-2027 for cases that can't meet the Nov. 2 cutoff. MBA supports the waiver to avoid disruptions and higher costs for borrowers. FHA has not set its own mandatory adoption date and will assess lender readiness before doing so.

For local practice: confirm your appraisal vendor and LOS are ready for UAD 3.6 by Nov. 2 if you're delivering to the GSEs. If not, confirm you qualify for the waiver and understand the criteria. Do not wait until Nov. 1 to find out your vendor isn't ready.

MLS antitrust risk is intensifying, with Compass CEO Robert Reffkin threatening to sue any MLS that doesn't comply with his demands by Oct. 6. HousingWire reports MLS executives are bracing for more legal battles following Zillow's antitrust suit against Midwest Real Estate Data and Compass, plus DOJ/FTC reexamination of broker cooperation guidelines. Northwest MLS just settled an antitrust suit with Compass. Kelly Lennox, NWMLS's chief legal officer, said "litigation is all around us" and "hope is not a strategy." Ed Zorn, general counsel of California Regional MLS, noted Clear Cooperation Policy was originally created to address buyer agents being ghosted or offered $1,000 to hand over their clients - now that same policy is under fire.

Watch for MLS policy changes in the next 30-60 days, especially around Clear Cooperation and mandatory listing submission. If your MLS changes rules, understand the compliance deadlines and adjust your listing workflows immediately.

Private listing ecosystems are deepening the affordability crisis, according to a HousingWire analysis. Thousands of Chicago-area listings temporarily disappeared from public platforms, and multiple states have introduced legislation regulating private listings. The Consumer Policy Center found elevated levels of double-ended transactions among certain brokerage models, limiting competition and creating an illusion of limited supply that drives prices higher. This is happening precisely as the median age of first-time U.S. homebuyers hit an all-time high of 40, and existing-home sales fell to an annualized rate of 3.98 million in August, down 2% month-over-month and 4.7% below last year.

For Athens: if you're holding inventory off-market to control buyer access, understand the regulatory risk is rising and the practice may face state-level restrictions. If you're advising buyers, expand your search beyond the MLS and ask listing agents directly about pocket listings - especially in competitive UGA student housing segments where limited visibility artificially inflates pricing.
