Today: A $435 million student housing deal just hit UGA's market, 30-year fixed rates pushed to 6.89% (highest since June 2025), and HOA foreclosures jumped 40% nationally as associations chase delinquent owners into public auction.
30-year fixed rates hit 6.89% as of September 1st, the highest weekly average since June 2025, following five consecutive weekly increases. That's now running 10 basis points above year-ago levels after spending most of spring below last year's rates. National pending sales turned negative year-over-year (-0.2%) in August for the first time in eight months. Price cuts are catching up: 20.4% of listings saw reductions in August, matching last year's pace for the first time in 2026. Realtor.com Research, Mortgage News Daily
For Athens: the rate advantage buyers enjoyed through June is gone. Expect September buyer traffic to reflect that. ARM share nationally hit 8%, highest in five weeks, as borrowers chase lower entry rates (5/1 ARMs averaging 5.94%). If you have purchase clients stretching on payment, surface the ARM conversation now before they find a 15/1 or 10/1 elsewhere with a full point lower start rate. CNBC
Single-family construction in large metro core counties (Athens-Clarke qualifies) fell 13.9% in Q2 2026, the fifth straight quarterly decline, per NAHB. Small metro outlying markets (think Oconee County) posted modest 0.9% growth. The geographic shift continues: affordability pressure is pushing construction toward smaller metros and outlying counties where land costs less. NAHB
Scion Group and Ares Management closed a $435 million acquisition of four student housing communities (2,316 beds total), including a property at UGA in Athens. The deal came three months after the same joint venture bought a 12-property, 7,578-bed portfolio for $910 million. Scion CEO Robert Bronstein told Commercial Observer: "We have found there to be a lot of value in acquiring portfolios." Commercial Observer
What this means locally: institutional capital is stacking into Athens student housing at scale. Pre-leasing nationally reached 89.1% in July (up from 88.1% last year), but supply is concentrating in large markets. Harrison Street's CIO told CNBC that selectivity matters more than ever: "Our conviction in student housing is really high, but our conviction in every student housing market is not." UGA belongs to the group he named explicitly - Power Four universities operating at or above 95% occupancy with lagging supply. CNBC
If you represent student housing sellers or have investor clients asking about the sector: this is a portfolio acquisition market. Institutional buyers want scale and are paying for stabilized, high-occupancy assets near flagship universities. One-off properties may find better execution with local or regional buyers unless you can demonstrate 95%+ occupancy and a defensible location.
HOA-instigated foreclosures hit 6,376 properties nationally in Q1 2026, up 40% from two years prior, per ATTOM data cited by the Wall Street Journal. Half of U.S. states grant HOAs "super-lien" status, allowing their lien to take priority over the primary mortgage. A missed HOA bill, when escalated, can end up as a public auction - often before the owner realizes the severity. General liability insurance for HOAs rose for 91% of community associations, with some seeing jumps over 100%. One Long Island HOA's annual premium went from $60,000 to $360,000. BiggerPockets
For Athens: if you have investor clients buying condos or SFRs in HOA communities, add HOA financial health to your due diligence checklist. Request: current budget, reserve study, delinquency rate, insurance renewal history, and any pending special assessments. A financially stressed HOA with rising insurance costs and delinquent owners will chase collections aggressively. Attorney Erik Perez (Perez Mayoral P.A.) told Homes.com: "It's a very difficult thing to fight" once the foreclosure process starts.
Tax-exempt CMBS deals are gaining traction as a financing vehicle for affordable housing, driven by federal support, new ratings agency attention, and favorable economics in a high-rate environment. A recent $153 million tax-exempt affordable housing bond deal via the Public Finance Authority was eight times oversubscribed. The structure offers 50-60 basis point spread savings versus taxable affordable housing securitizations, per Systima Capital's Ryan Paszczykowski. Commercial Observer
Related Companies (Stephen Ross) closed on 32 acres in Wellington, FL for $28.3 million to build a 180-room hotel and 300,000+ sf mixed-use development, with Starwood Property Trust providing a $29.1 million loan. Commercial Observer
Property tax reassessment risk: if your investor clients are buying stabilized rental properties at significantly higher prices than the seller's original acquisition, underwrite the post-sale tax bill, not the seller's current assessment. Example from HousingWire: a property purchased 10 years ago for $1M (current tax bill ~$20K at 2% rate) sells today for $3M. If reassessed near market value, that $20K bill becomes $60K - a $40K annual NOI hit. At a 7% cap rate, that's $571,000 of value destroyed. HousingWire
Kentucky and Ohio both allow recent sale prices to influence assessments. Assume Clarke County will eventually work the higher sale price into the tax bill unless you have a sound basis otherwise.
Spokane's proposed emergency fire relief ordinance (vote scheduled for September 2nd) would allow tenants to claim eviction protection for nonpayment by self-certifying financial hardship under penalty of perjury - no supporting documents required. If a landlord questions the claim, the ordinance puts the burden on the landlord to disprove it in court under a "clear and convincing evidence" standard. Washington Multifamily Housing Association is asking for actual proof (pay stubs, unemployment records) and ordinary "preponderance of the evidence" standard. Rental Housing Journal
Not a Georgia issue yet, but watch for similar tenant-protection proposals post-disaster. The self-certification model with no documentation requirement and elevated evidentiary burden on landlords creates significant fraud risk.
California's condo construction defect reform (AB 1903) stalled at the legislative deadline despite passing the Senate. The bill aimed to amend the state's 2003 Right to Repair Act to encourage more condo development by adjusting liability rules. Consumer attorneys and HOA groups opposed it, arguing it shifted risk from builders to homeowners. A Senate analysis found litigation isn't the primary cause of weak condo production - rising costs, permitting, regulatory hurdles, and local opposition to housing play larger roles. HousingWire
NEXA Lending launched "NEXA Unlimited," a 100% revenue split model for loan officers with no transaction-level fees, flat fees, or production minimums. CEO Mike Kortas positioned it as a challenge to traditional IMB economics. HousingWire
