Today: CP Capital bought the 200-unit Ascent Athens multifamily property, national foreclosure starts rose 10% year-over-year in July, and 30-year fixed rates held at 6.66% while new home sales fell to a six-month low.

Market Pulse

National foreclosure filings rose 10% year-over-year in July to 39,906 properties, though activity remains below historic norms. Lenders started foreclosure on 26,648 properties, up 10% from last year, with Texas, Florida, and California leading. Georgia ranked fifth in foreclosure starts. Source

Despite the uptick, ATTOM CEO Rob Barber noted foreclosure activity remains "relatively low by historical standards." For Clarke County agents: watch for distressed inventory opportunities, but don't expect a flood. If you're working investor clients, vet their financing early - the bump in foreclosures suggests some homeowners are feeling payment pressure even in a strong employment market.

The 30-year fixed mortgage rate held at 6.66% as of August 27, virtually unchanged from the prior week and up 10 basis points from a year ago. Rates have hovered in the mid-6% range for the past month as geopolitical uncertainty (Iran conflict, oil prices) keeps inflation expectations elevated. The Fed's preferred inflation gauge (PCE) came in at 3.7% annually in July, higher than the 3.6% forecast, signaling rate cuts won't arrive until 2027. Source, Source

For Athens buyers waiting for rates to drop: don't hold your breath. Bright MLS Chief Economist Lisa Sturtevant expects rates to stay "right about where they are in the second half of the year." Adjust pricing strategy accordingly. National median listing price fell 2.4% year-over-year to $428,950 in July (ninth straight monthly decline), but Clarke County pricing hasn't followed the same trajectory - inventory here is still tight. If your buyers are rate-sensitive, focus on negotiating seller concessions or exploring rate buydowns instead of waiting for the Fed.

New home sales dropped 10.5% month-over-month in July to a seasonally adjusted annual rate of 607,000, the lowest level in six months. Median new home price fell to $393,800, the lowest since July 2021. Inventory rose to 488,000 homes (9.6 months of supply), well above the 4-6 months considered balanced. Builders now have 117,000 completed homes for sale - nearly four times the February 2022 low. Source

National builders are cutting prices and offering mortgage buydowns to move inventory. Athens-area builders aren't immune. If you're representing buyers shopping new construction, leverage that completed inventory - builders with standing product are motivated. For seller clients considering new builds as competition: completed spec homes with incentives are a real threat to resale listings in the same price band.

UGA & Student Housing

UGA's 2026 New Faculty Tour brought new hires across 53 Georgia counties to understand the state's demographics, economy, and the university's land-grant mission. Faculty toured communities, met civic leaders, and explored how UGA Cooperative Extension and the Archway Partnership support local priorities. New faculty cited the tour as eye-opening for understanding "just how deeply UGA is integrated into the community" and how the university functions as an essential partner across Georgia. Source

This isn't transactional news, but it's Athens market context. UGA's reach into every Georgia county reinforces its role as the economic engine here. New faculty = new homebuyers, renters, and referrals. If you're not already connected to UGA's relocation services or new-hire onboarding, now's the time. These are high-intent buyers who need housing quickly and often lack local market knowledge.

Commercial & Investment

CP Capital acquired Ascent Athens, a 200-unit multifamily community in Athens, GA. The property, originally industrial and converted to residential lofts in 2005, was sold by T30 Capital. CBRE brokers Robert Shapiro and Ian Brooks negotiated the deal, citing "tremendous demand" for value-add properties in active investment markets. The property's transit-oriented location and proximity to planned development projects drove investor interest. Source

Note: The article provided only a headline, so details are limited. What matters: multifamily investment capital is still flowing into Athens. CP Capital sees value-add opportunity here, and CBRE flagged planned development projects nearby (likely referring to the ongoing commercial and mixed-use activity along the Westside corridor). For commercial brokers and investor clients: Athens remains on the buy list for institutional players. For residential agents: more professionally managed rental inventory means competition for first-time buyers and single-family rentals, but also a signal that Athens fundamentals (UGA enrollment, job growth) remain strong.

Nationally, Vivmark Residential (the newly merged AvalonBay + Equity Residential REIT) acquired seven Northern California multifamily complexes totaling 1,843 units for $741.8 million. The move signals continued "coastal exposure" strategy among major REITs, doubling down on high-cost markets rather than diversifying into Sun Belt. Source

Takeaway for Athens: the Sun Belt diversification thesis isn't dead, but institutional capital is betting heavily on coastal metros. That could tilt more secondary capital toward markets like Athens where cap rates still pencil and UGA provides built-in demand stability.

Property Management & Rentals

A detailed piece on landlord insurance vs. short-term rental (STR) insurance clarified that standard landlord policies (written on dwelling property forms) are built for long-term leases, not nightly STR turnover. STR operators need commercial general liability (CGL) coverage that follows guests off-property and accounts for the landlord's cleaning/maintenance responsibilities between stays. Using a landlord policy for an STR can leave hosts exposed to liability claims if a guest is injured due to property maintenance issues. Source

Athens has a robust STR market (football weekends, UGA events, downtown). If you're advising landlord clients considering STR conversion, make sure they're working with an insurance agent who writes true STR policies, not retrofitting a landlord DP form. The "who cleans the tub" test is real: if your client is responsible for property upkeep between stays, they need coverage that reflects that. Mismatched insurance is a quiet liability risk that blows up at the worst time.

Industry & Legal

The 2027 International Building Code (IBC) and International Residential Code (IRC) were finalized following the ICC's code development cycle. NAHB achieved an 85% success rate on desired outcomes, but several significant changes opposed by NAHB were approved: - Flood-resistant design requirements now extend to the 500-year floodplain (previously 100-year) - Natural light required in multifamily units with living/dining/sleeping rooms of 70+ sq ft - International Fire Code (IFC) scope expanded to cover energy storage systems in IRC dwellings

NAHB wins included approval of off-site construction standards (modular homes) and provisions allowing reuse of salvaged lumber if graded by a certified lumber grader. The 2027 IRC will publish in February 2027. Source

Clarke County and Oconee County will eventually adopt some version of the 2027 IRC. The 500-year floodplain expansion is the big one - expect higher construction costs and narrower buildable lots in flood-prone areas. For agents with land listings or teardown opportunities near creeks/rivers: verify flood zone and understand the new elevation requirements before pricing. For new construction buyer clients: budget for flood mitigation even if the property isn't in a traditional flood zone.

NAR's 2026 CARE report found 64% of Realtors volunteer monthly (median 8 hours/month) and 84% made charitable donations in the past year (median $1,500). Broker-owners volunteer at even higher rates (78% monthly). Source

Good PR data for local association messaging, but not actionable for day-to-day practice.

Real REMAX Group halted new Motto Mortgage franchise sales and gave existing franchisees the option to terminate agreements following the Real-REMAX merger. REMAX Holdings' mortgage services president Vic Lombardo stepped down; One Real Mortgage CEO Kate Gurevich took over. REMAX had 171 Motto offices at end of 2025, down 24% year-over-year. Source

For Athens agents: if you've been referring to a local Motto franchise, check their status. The franchise model is being wound down, which means ownership and referral relationships may shift.
